Background

Use of powered two- and three-wheelers (PTWs) as an option for recreation, commuting and business is different around the world. The highest proportion of registered PWTs in 2019 is in South-East Asia Region. However, the use has increased in importance in the world especially in low-and middle-income countries and a major change have taken places in the choice of means of transport as an effect of the covid-19 pandemic. The covid-19 pandemic has also affected business such as food-delivery. Lack of adequate transport alternatives, congestion, environmental (e.g. electric powered) and economic development among other issues have led to increased reliance on PTWs. However, the use of powered two and three-wheelers could also have negative impact on human health through environment factors, physical activity, and road traffic injuries. PWT riders are among the road users who are most vulnerable to road risks and for example, globally, the increased use has led to increased fatality from 23% to 28% between 2013 and 2016 (PTW Manual, WHO, 2022), with the highest deaths in SEA Region (from 34% to 43%).

In September 2020, the UN General Assembly adopted resolution A/RES/74/299 "Improving global road safety", proclaiming the Decade of Action for Road Safety 2021-2030, with the ambitious target of preventing at least 50% of road traffic deaths and injuries by 2030. On 28 October 2021, WHO and the UN regional commissions, in cooperation with other partners in the UN Road Safety Collaboration, launched the Global Plan, as a guiding document to support the implementation of the Decade of Action 2021–2030 and its objectives. The increased use of powered two and three wheelers constitute a major challenge to reach this global target and there is therefore a need to deepen the analysis made in the Global Plan with focus on PTWs. This project overall aims are to identify the challenges with PTWs and identify strategies and interventions to support a healthier approach to mobility (e.g., Less need to use of PTWs and interventions to increase safer use). To date interventions have focused on how to mitigate injury to users (e.g., helmet wearing), how to mitigate crash risk (e.g., separate lanes and technical standards such as ABS). However, none of these measures address the core problem which is leading to the increasing demand for PWTs.

Functions of the PTW Advisory Group

The purpose of the advisory group is as follows:

1. To review any available information on the effectiveness of emerging interventions and risks of powered two- and three-wheelers (PTWs).
2. Provide input into development of guidelines or recommendations on legislative and regulatory interventions to reduce reliance on PTWs.
3. Review other measures (e.g., user protections, infrastructure changes) being employed by countries and provide advice on developing guidance for these innovations.
4. Help to frame the narrative on how to integrate PTWs in transforming transportation and mobility considering their value in for example in energy efficiency, environmental pollution, equity of access and safety
5. Where no evidence is available, identify research needs and potential funding sources and opportunities for research collaboration.

Operations of advisory group

The PTW Advisory Group will meet up to 4 times by December 2024. An initial meeting will be held in early December 2023. Meetings may be held in person or virtually as funding allows. In addition, individual PTW Advisory Group members may be requested to review documents and have interim virtual meetings in preparation for the full PTW Advisory Group meeting.

- Transport planning
- Land use planning
- Policy development
- Policy implementation
